Please place the following item on the September 6, 2011 City Commission Agenda.

 

Project Description

 

When completed, this project will provide an ADA compliant lighted pathway from the east side of the University of Kansas through the Oread neighborhood to downtown Lawrence.

 

The route will be along the north side of 12th Street from Oread Avenue to Vermont Street (at South Park), then proceed diagonally through South Park along an existing sidewalk to the intersection at North Park Street (see map attached).

 

The pathway and ADA improvements will be constructed of concrete as part of the 2011 CDBG (Community and Development Block Grant). That project and a portion of this project is currently underway. Existing sidewalk that is in good condition will more than likely not be replaced.  Also completed to date are the LED light installations in South Park.

 

This project consists of installation of 10 foot decorative LED lights installed approximately every 100 feet and two signalized pedestrian cross walks at Tennessee and Kentucky Streets.

 

Partnerships & Endorsements

 

City staff, in coordination with KU Student Senate and the Oread Neighborhood Association, has partnered to design and coordinate this project. We have obtained endorsements from KU Student Senate, KU Transit Commission, KU Campus Safety Advisory Board, KU Office of Pubic Safety, KU Pan-Hellenic Association, and KU Scholarship Hall Council. We have met twice with the Oread Neighborhood Association and have a letter of support from them. Letters were sent to each property owner along the north side of 12th Street from Louisiana Street to Vermont soliciting their input. We received no negative feedback from those owners. We have meet with the MPO and have their resolution of support. This project was reviewed and approved by the Historical Resource Officer and Historical Resource Commission.

 

 

 

 

 

 

Project Funding & Budget

 

This project has three funding sources.

 

  • The City of Lawrence $50,000.00 (CIP reserve fund)
  • The University of Kansas ($120,000.00), and
  • CDBG ($137,000.00).

Project Time Line

 

The LED lights along the route through South Park have been installed. The sidewalk and ADA improvement for this project are being completed as part of the 2011 CDBG sidewalk GAP project and should be completed by December 2011. The remainder of the project, lighting along 12th St. and signalized cross walks at Tennessee Street and Kentucky Street, should be complete by December 2011. Once approved the lights and signals have a lead time for manufacture and delivery of 6 to 8 weeks. During that time we will begin installation of light pole bases and conduits. Installation of the lights will be performed by City of Lawrence staff.

 

Lighting Paragraph

 

10 foot antique style LED lights will be installed approximately every 100 feet, with lights at each intersection. We will use the standard HADCO light fixture that has been evaluated and previously approved for sole source purchase on several other lighting projects including the recent downtown LED lighting installation. These lights will include motion sensors and have standard and low wattage intensity as pedestrians are detected.   (See attached Light Style).

 

Pedestrian Activated HAWK signals

 

Signalized pedestrian activated crosswalks will be installed at the intersections of Tennessee Street and Kentucky Street where they intersect 12th Street. This will allow pedestrians to safely cross at those locations with a controlled intersection. (See attached summary memo and layout plan from the City Engineer)

 

Requested Action

 

We are asking that the Lawrence City Commission approve the final location and design of this project as outlined above, authorize the city to purchase HADCO LED lights from Stanion Electric on a sole source agreement in accordance with the project budget, and approve the HAWK signal(s) plan in accordance with the project budget.
