Please include the following item on the City Commission Agenda for consideration at the February 8, 2011 meeting:
Accept transfer of ownership from the University of Kansas to the City of Lawrence certain sanitary sewer facilities including one manhole and approximately 341 lineal feet of 12 PVC sanitary sewer generally located in the right-of-way of 15th Street west of Naismith Drive.
Project Description
The University of Kansas has undertaken a building project, M2SEC/NIST project number 228-8977, which is located east of Burt Hall and south of Learned Hall adjacent to 15th Street. A utility tunnel across 15th Street, storm sewer, sanitary sewer, and waterline improvements will be constructed as part of this project.
Project History
City staff were contacted by Professional Engineering Consultants to review the preliminary survey drawings and confirm the locations of existing City infrastructure adjacent to the proposed building project. During the course of staff review it was noted that the construction of the proposed utility tunnel would require temporary support of existing 8 diameter vitrified clay pipe (VCP) and 12 PVC sanitary sewers owned and maintained by the City and the University of Kansas, respectively.
Department of Utilities staff met with University Facilities and Operations personnel to review the existing infrastructure on August 27, 2010. City and University staff agreed that several constructability issues posed to existing infrastructure by the proposed utility tunnel could best be resolved by the abandonment of the existing 8 VCP sanitary sewer. This option would require the formal transfer of ownership of the 12 PVC sanitary sewer to the City.
Prior to initiating the ownership transfer, City staff performed a condition assessment of both existing sanitary sewer lines via video inspection. The 12 PVC sanitary sewer was found to be in good working order with no readily apparent defects. The 8 VCP sanitary sewer line was found to be in relatively poor condition with respect to grade and joint integrity.
Following a review of the condition assessment City and University staff concurred that the ownership transfer of the existing 12 PVC sanitary sewer was the best course of action to pursue. University of Kansas staff provided the City with a map depicting the ownership change for review and signature. In lieu of executing the provided ownership map, City legal staff recommended the use of a bill of sale document which was provided to the University of Kansas on October 14, 2010 for review and execution.
On January 13, 2011 Theresa Gordzica, the University of Kansas Chief Business and Financial Planning Officer executed the bill of sale document thus completing the ownership transfer.
Project Status/ Details
University of Kansas officials have executed bill of sale documents to legally transfer ownership of the sanitary sewer infrastructure discussed herein.
Project Funding
No funding from the City is required; all modifications to City owned infrastructure will be completed as part of the M2SEC/NIST project.
