A.        RECOGNITION/PROCLAMATION/PRESENTATION:

B.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Approve City Commission meeting minutes from 09/21/10.

 

2.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

3.       Approve licenses as recommended by the City Clerk’s Office.    

 

4.       Approve appointments as recommended by the Mayor. 

 

5.       Bid and purchase items:

 

a)       Set bid date of November 9, 2010 for the Comprehensive Rehabilitation Project at 1920 Tennessee St.

 

6.       Adopt the following ordinance(s) on second and final reading:

 

a)       Joint City Ordinance No. 8542/County Resolution No. ____, for Comprehensive Plan Amendment (CPA-4-2-10) to Update Chapter 14 – Specific Plans to correct references made to the previous Chapter 13 – Implementation regarding the adoption process for plans. (PC Item 7; approved 10-0 on 6/23/10)    

 

b)       Joint City Ordinance No. 8562/County Resolution No. ____, for Comprehensive Plan Amendment (CPA-4-3-10) amending Chapter 7 – Industrial and Employment Related Land Uses to be consistent with the approved K-10 & Farmer’s Turnpike Plan to include the expanded Santa Fe Industrial Area and I-70 and K-10 industrial area identified in the sector plan. Initiated by Planning Commission on 4/26/10. (PC Item 3; approved 8-0 on 7/26/10

 

c)       Ordinance No. 8579, for the de-annexation (A-6-1-10) of approximately 2.4 acres, located at 1820 N 3rd Street. (PC Item 5; approved 9-0 on 9/20/10)   

 

7.       Receive report from Loring Henderson, Director Lawrence Community Shelter, regarding quarterly reporting required by conditions of approval for Special Use Permit SUP-10-09-09.   Staff Memo & Attachments

 

8.       Receive the 2010 2nd and 3rd Quarter Reports from Downtown Lawrence, Inc.  Reports

I.         CURRENT VACANCIES – BOARDS/COMMISSIONS:

Board of Zoning Appeals/Sign Code Board of Appeals:

Two vacancies for positions that expired 09/30/10. 

 

Community Commission on Homelessness:

One vacancy that expired 06/30/10 (this term was extended to finish work on the Housing Vision.  Replacement term will expire 12/31/12).  Two vacancies for terms that expire 12/31/11.

 

Community Development Advisory Committee:

Two vacancies for at-large positions that expired 09/30/10 and 09/30/11.  One additional term expired 09/30/10.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/10 and one vacancy for a position that expires 03/31/11.   Both positions are at-large positions.

 

Hospital Board:

One position expired 09/30/10. 

 

Jayhawk Area Agency on Aging:

One vacancy on the Advisory Council that expired 09/30/10. 

 

Lawrence Alliance:

Six positions expire 11/30/10.  All are eligible for reappointment to additional terms.

 

Lawrence Cultural Arts Commission:

Two vacancies for positions that expire 01/31/11.

 

Lawrence Douglas County Advocacy Council on Aging:

Three positions are currently vacant.

 

Lawrence Douglas County Metropolitan Planning Commission:

One vacancy for a position that expires 05/31/12.

 

Sales Tax Audit Committee:

One vacancy expired 04/30/10. 

 

Social Services Advisory Board:

Two positions available for this board.
