RE:

Right-of-Way Permit for Last Splash Bash

The Lawrence Public Library has requested a temporary use of right-of-way permit (see attached application and statements from adjacent businesses) to close a portion of the 700 block of Vermont adjacent to the Library on Thursday, August 5 from 5:00 p.m. – 9:00 p.m., for the Last Splash Bash celebration and wrap-up event for the 2010 summer reading programs. Vermont Street would be closed from 7th Street to just north of the entrance into the parking lot immediately south of the Library. The street would be used for a concert by a local band.

A stage will be set up on the sidewalk outside entrance to the library facing Vermont Street. Spectators will be in the street. Final site layout will be subject to approval of the Fire Medical Department to ensure proper emergency access.

The closure would require the use of barricades from the city to close the street, two bus reroutes, and 21 parking meter bags. The Library has requested, and staff recommends, a waiver of the permit application fee ($10.00) and the meter bag deposit fee ($3.00 per bag).

ACTION:       Approve a temporary use of right-of-way permit for the Lawrence Public Library to close a portion of the 700 block of Vermont adjacent to the Library on Thursday, August 5 from 5:00 p.m. – 9:00 p.m., for the Last Splash Bash.
