Please include the following item on the City Commission consent agenda for consideration at the April 20, 2010 meeting:
I. Professional Services Agreement for HPF Grant #20-09-21822-006 Historic Resource Survey. Attached is the Professional Services Agreement with Hernly Architects for the performance of the historic resources survey of the area north of Memorial Stadium. This survey is part of a Historic Preservation Fund Grant the City received from the Kansas Historical Society.
II. Project Description/History. On March 3, 2009, the City Commission accepted a Historic Preservation Fund Grant in the amount of $18,000 for a historic resources survey of the area located north of Memorial Stadium. The Kansas State Historic Preservation Office (SHPO) administers the Historic Preservation Fund (HPF) to finance activities that will contribute to planning for the preservation of our built environment and archeological resources. The Historic Preservation Fund is a grant program funded by the National Park Service of the Department of the Interior. The funds are passed through the Kansas Historic Preservation Office to local governments and organizations to pay for historic preservation activities on the local level.
III. Project/Purchase Status. On February 8, 2010, Staff issued a request for qualifications/proposals for this project in accordance with City policies. The proposal review committee selected Hernly Architects to perform the required survey work. Staff has negotiated the attached Professional Services Agreement with Hernly Architects. The attached Professional Services Agreement has been approved by the SHPO.
IV. Project Details. Please see attached map for survey area.
V. Project Funding. The City of Lawrence was awarded 2009 HPF grant for the North of Stadium Historic Resources Survey in the amount of $18,000. The grant provides 60% of the project cost and the City of Lawrence will provide 40% of project costs in cash and matching. The majority ($10,276) of the City of Lawrence 40% match for the North of Stadium Historic Resources Survey grant is staff salary. There is a budget line cash match of $1,722 for costs associated with publication of the RFP, public meetings notification, and printing of the final product.
VI. Action Request. Authorize the City Manager to execute the Professional Services Agreement with Hernly Architects for Historic Preservation Fund Grant #20-09-21822-006, a historic resources survey of the area north of Memorial Stadium.
