RFQ for Library Roof Design, Administration and Inspections

 

Please include the following item on the City Commission consent agenda for consideration at the February 2, 2010 meeting:

 

BackgroundThe existing roof is holding water, the insulation board is wet, and water is finding its way through the concrete deck by way of small cracks. Possible book damage and energy loss through wet insulation is a concern. Review of new roof options will include analysis of the most energy efficient and ecological replacement possible for the existing structure. 

 

Project Details.  The project phase included in this Request for Qualifications includes the engineering, design, contract administration, and project inspections. Construction of a new roof will be included in a future RFQ.  The project is recommended at this time to coincide with planning and review of HVAC upgrades at the library funded through the Energy Efficiency and Conservation Block Grant the city received last year.  This design review will coordinate the roof design with the design of the new curbing for the rooftop HVAC units. Evaluation of the responses will also include review of the best environmental solutions to replace the roof.  Responses to the RFQ are due February 23, 2010.

 

Funding.   Funding for the roof replacement was approved in the 2010 budget in the amount of $500,000 using general obligation bonds.  Due to the debt financing, Resolution 6876 authorizing the issuance of the General Obligation Bonds is provided for Commission approval.

 

Action Request.

  1. Authorize staff to receive quotes for the design, administration and project inspection of the Lawrence Public Library roof.
  2. Approve Resolution 6876 authorizing the issuance of General Obligation Bonds.
