RE:	Request for Temporary Possession and Consumption of Alcoholic Beverages at Lawrence Public Library

Staff has received a request from the Lawrence Public Library Foundation to allow alcoholic beverages at the Lawrence Public Library on Wednesday, February 17, 2010, from 5:00 p.m. to 7:00 p.m. during the Lawrence Chamber of Commerce Mixer. The Foundation, a nonprofit 501(c)(3), would like to serve complimentary beer and wine at the event. 

The possession and consumption of alcoholic beverages on public property is generally prohibited by City Code. However, City Code section 4-105(E) allows the city to exempt, by ordinance, specified city property from the prohibition of alcoholic beverages on public property. I have attached a copy of Ordinance 8487, which authorizes the possession and consumption of alcoholic beverages on Wednesday, February 17, 2010, from 5:00 p.m. to 7:00 p.m. at the Lawrence Public Library, for the Commission’s consideration.

ACTION:      Adopt on first reading, Ordinance No. 8487, authorizing the possession and consumption of alcoholic beverages at the Lawrence Public Library on Wednesday, February 17, 2010, from 5:00 p.m. to 7:00 p.m. as part of the Lawrence Chamber of Commerce Mixer.
