North Lawrence Response Plan

2nd and Locust

 

 

During the first phase of the reconstruction of North Second and Locust north bound traffic will be detoured at Elm Street to 3rd Street to Lyon Street. This phase will last into November 2009. The project has been discussed with NLIA (North Lawrence Improvement Association).  Mr.  Boyle is supportive of the project, and the NLIA wants the project done.

 

The Traffic Division will install an opticom signal pre-emption system at Lyon Street.  The system can be activated by the Fire Department stopping southbound traffic at Lyon Street and allowing emergency response crews to go north through the underpass.

 

During phase 2 of the project traffic will be open to a single lane in each direction.

The project is expected to last through March 2010.

 

The Fire Department clocked times from Station 1 at 746 Kentucky and from   Station 3 @ 3706 W. 6th Street :

 

Non emergency travel times from station 1 and 3 to the east gate and 7th and Maple utilizing M1 and M3.

During this period, the fire department has developed the attached emergency operations plan.  This plan addresses access and options during construction.  The plan includes a dual response:  dispatching a crew north on 2nd Street and to the KTA for access to North Lawrence.  Similar plans are developed for large Construction projects and have worked well.
