Adoption of the 2009 Action Plan and Investment Summary |
City staff received notification today of the approved CDBG and HOME allocations for the 2009 program year. Staff is happy to report they were both increased from last year: CDBG - $807,823 (up $9,503); HOME - $695,905 (up $69,772). Since the adoption of the 2009 Action Plan and Investment Summary is scheduled for Tuesday and there was no opportunity for the CDAC to meet in the interim, I am recommending the following changes to the Investment Summary:
CDBG - $9,503 total increase
Douglas County Aids Project (public service activity, max 15% grant) - $3,925 (increased $1,425)
Admin - CDD (max 20% grant) - $161,564 (increased $1,900)
Public Works Sidewalk Project – $226,178 (increased $6,178)
HOME - $69,772 total increase
CHDO Set Aside – Tenants to Homeowners (min 15% grant) - $104,385 (increased $10,465)
CHDO Operating – TTH (max 5% grant) - $34,795 (increased $3,489)
Admin (max 10% grant) - $69,590 (increase of $6,977 will go to LDCHA; CDD HOME Admin will not change)
Tenant Based Rental Assistant (TBRA) - $299,421 (increased $24,421)
First Time Homebuyer Land Trust Program - $187,714 (increased by $24,420)
The suggestions I have made are within the federal regulatory caps and are in line with previous CDAC allocation decisions for this year. The grant application process will not change since the increases are for previously proposed activities. Attached is an updated Investment Summary that includes the revised allocations.
