Please include the following item on the City Commission consent agenda for consideration at the April 14, 2009 meeting:
Project Details.
Project #PW0915, includes the design of streets, sidewalks, storm sewer and waterline for Fairfield East Addition No. 3.
Project #09S003 includes the design of a lift station and gravity main for sanitary sewer service for the Fairfield East Addition No. 3.
Project Status.
The development group has a prospective client who plans to build a facility this fall. Infrastructure needs to be completed as soon as possible.
On April 7, 2009 the City Commission approved Resolution 6831 and 6832 establishing the benefit district. The improvements will be paid 100% by the benefit district with no city expenditure.
Engineering Contract. The development has requested that Peridian Group be contracted for these public improvement plans. The City has entered into numerous engineering contracts for similar projects with Peridian and the firm has performed well. Peridian developed the plat for Fairfield East Addition and has significant knowledge of the area and project.
From an efficiency of cost and timing perspective, Peridian Group is prepared to begin and meet the schedule and has the preliminary survey completed (from platting) which is necessary for all street projects, storm sewer/drainage, and sanitary sewer.
The development group is the sole owner of all the property in the benefit district. The cost of engineering services will be charged to the benefit district.
The proposed engineering services Agreement has been discussed with the development and reviewed by staff and is acceptable to both parties.
The costs for engineering services include:

Action Requested. Authorize City Manager to enter into an Engineering Services Agreement for design with Peridian Group for:
1. Project #PW0915, Street and Waterline Improvements for Exchange Place and Fairfield Drive in an amount of $98,600.
2. Project #09S003, Sanitary Sewer Improvements for Fairfield East Addition No. 3 in an amount of $30,272.
