RE:	Lawrence Public Library Foundation Request for Temporary Possession and Consumption of Alcohol Beverages at Public Library for Fundraiser

Staff has received a request from the Lawrence Public Library Foundation to allow alcoholic beverages at the Lawrence Public Library on Sunday evening, April 19, 2009 in connection with its fundraiser, “After Hours at the Lawrence Public Library.”  Specifically, the Foundation, a nonprofit 501(c)(3) would like to serve complimentary wine at the event. 

The possession and consumption of alcoholic beverages on public property is generally prohibited by City Code.  However, City Code section 4-105(E) allows the City to exempt, by ordinance, specified City property from the prohibition of alcoholic beverages on public property.  Therefore, an ordinance allowing the temporary possession and consumption is required.  As such, I have attached a copy of Ordinance 8381 for the Commission’s consideration. This ordinance authorizes the possession and consumption of alcoholic beverages on Sunday, April 19, 2009 at the Lawrence Public Library from 7 p.m. to 11:00 p.m.
