On July 22, 2008, the City of Lawrence opened proposals for the following:

The low bid from Asphalt Improvement Co. was approximately $4,500 more than the engineer’s estimate.  Due to the unique design and lack of prior bid averages for items related to this project, estimating the cost for this project was challenging.  The engineer’s estimate under estimated the average bid price for the installation price of grass pavers by about $5,000.  Five bids were received for this project and the low bid of $27,471.00 is reasonable.

 

Project Description/Status.  Construct a traffic diverter on 18th Street between Maine Street and Missouri Street.  The traffic diverter is a raised one-way road using concrete pavers.  The diverter will only be used after KU basketball games for traffic traveling east on 18th Street.  The pavers are a grid patterned concrete block to be filled in with soil and seeded.  They will be structurally sound for limited traffic yet also have the year round appearance of a closed street.  The diverter has concrete approaches on each end with removable traffic bollards.  Please see attached plan sheet for information regarding layout of the diverter.

 

Project History.  A temporary traffic diverter using barricades and parking blocks was installed at this location after the new KU Student Recreation Center was opened in 2003. The neighborhood requested closing 18th Street at this location due to the increase in cut through traffic to the University and Recreation Center. The temporary traffic diverter was removed this summer to provide a detour for the neighborhood during the construction on 19th Street. The barricades will be re-established following the conclusion of the work on 19th Street and will remain until a permanent diverter is installed.  While in place, the barricades used for the temporary diverter were often vandalized or moved creating a maintenance issue. 

 

A permanent traffic diverter on 18th Street between Maine Street and Missouri Street was approved as part of Resolution 6728 on July 17, 2007.  Resolution 6728 was for construction of several sidewalk projects and traffic calming devices with a total estimated cost of $250,000.

Project Details.  Plans were developed in-house by City staff.  Emergency services have reviewed the plan and are satisfied.

 

Project Funding.  The cost is being paid for with general obligation bonds issued by Resolution 6728.

 

Action Request.  Waive engineer’s estimate and approve bid from Asphalt Improvement Co. for Project 24-GI3-807(C), 18th Street and Maine Street Traffic Diverter, in the amount of $27,471.00 provided the contractor can meet the terms established in the contract documents.
