Please include the following item on the City Commission regular agenda for consideration at the July 22, 2008 meeting:
STATUS OF PROJECTS:
Project PW0808, 2008 Overlay Program, Phase 1 will be completed the week of July 14, 2008.
Project PW0809, 2008 Overlay and Curb Repair Program, Phase 2 began recently. The base bid included mill and overlay of Massachusetts Street from North Park to 23rd Street, 19th Street from Massachusetts to Tennessee and from Alabama to Naismith; also includes the construction of a raised crosswalk across Louisiana Street immediately south of the 18th and Louisiana intersection. An alternate bid included mill and overlay of additional locations.
PW0801, KLINK Resurfacing project is complete.
Project PW0820, 2008 Overlay Program, Phase 3 bids July 29, 2008 and includes streets in southeast Lawrence, Rockledge Road, Alabama Street, and 8th and 9th Street between Kasold Drive and Lawrence Avenue. Alternative bid sections A and B include University Drive, Oxford Road, and Stratford Road, Trail Road (between Folks Road and Monterey Way) and Eldridge Street. Alternate bid sections C and D include Municipal Airport Taxiway Aprons and Lawrence Memorial Park Cemetery. (2008 Potential Contracted Street Maintenance Map)

A curb and gutter replacement project and Microsurfacing/Chip Seal contract will be let in July.
REQUEST #1: The surface course of the eastbound lanes of W. 6th Street between Eldridge Street and Monterey Way have deteriorated and have been a maintenance issue for the Street Division for nearly a year. The base appears to be in good condition; however, the surface has raveled significantly. I would request the approval of a change order to the Phase 2 overlay project to mill and overlay these two eastbound lanes. Estimated cost of the change order would be $40,000 which is available within the contracted maintenance funds.
REQUEST #2: On January 9, 2007 the City Commission approved traffic calming devices along 8th and 9th Streets from Kasold Drive to Lawrence Avenue. Although approved this project was not funded. The 2008 Overlay Phase 3 Program includes these streets and this would be a good time to install the traffic calming devices; this would include two to three speed cushions. The estimated cost would be approximately $15,000-$20,000. Attached are the November 6, 2006 Traffic Safety Commission minutes for Item 5, and Traffic Calming Project Ranking.
Phase 3 will be funded from Capital Improvement Reserves. These traffic calming devices could be funded from the $250,000 authorized for sidewalks and traffic calming projects in the 2008 budget. Project bids have been moderate and there is sufficient funding for this additional traffic calming project.
