Application for KDOT KLINK funding (fiscal year – 2011) for 23rd Street (Haskell Avenue to East City Limit) resurfacing project.

 

Please include the following item on the City Commission consent agenda for consideration at the July 08, 2008 meeting.

 

Background

The “KLINK” resurfacing program of the Kansas Department of Transportation is intended to improve roadway surface conditions of the City Connecting Links of the State Highway System (K-10, Hwy-59 and Hwy-40).  Scope of work would include various surface treatment methods or measures, e.g. patching, joint repair, mill and overlay etc.  Major reconstruction or geometric improvement measures would not qualify for funding from this program.  

 

KDOT contributes 50% of the cost of construction and construction inspection services, up to a maximum amount of $200,000.00. The city is responsible for the remaining 50% of the cost of construction and construction inspection services. The city is also responsible for 100% of the cost of engineering design services; typically, city staff provides the engineering design services and prepares the construction plans and specification.

 

Over the years, the City of Lawrence has successfully secured funding through this program for resurfacing projects of the City Connecting Links (K-10, Hwy-59 and Hwy-40). In 2007, two sections of Iowa Street (23rd Street to Irving Hill R oad overpass, Harvard Road to 6th Street) received mill and overlay and patching under the KLINK program. The ongoing Iowa street (23rd Street to 31st Street) resurfacing project is being partially funded through the KLINK program as well.  Resurfacing of 23rd Street (from Iowa to Louisiana) has already been approved for KLINK funding and is scheduled for construction next year.

 

Currently, city staff is preparing the application for KLINK funding for 23rd Street from Haskell Avenue to the East City Limit. This portion of 23rd Street (K-10) is experiencing a lot of pavement defects requiring constant maintenance work by the city crew.  If approved for KLINK funding, construction of this project will take place in the summer of 2010.

 

Project Details / Cost:

The project would consist of mill and overlay, concrete joint repair, replacement of curb inlets, curb and gutter removal and replacement etc.

Estimated Total Project cost:

$653,879.00

KLINK Funds: 

$200,000.00

City’s Share:

            $453,879.00

 

Project Design and Construction Specifications will be prepared by city engineering staff and the cost for this work is not included in the project cost estimate shown above. Construction Inspection services will be provided by city staff as well and will be considered towards city’s matching share. Cost of construction inspection services has been included in the total project cost estimated listed above.

 

Actions Requested

Authorize mayor to sign application for KLINK funding (fiscal year – 2011) for 23rd Street (Haskell Avenue to the east city limit) resurfacing project.
