Please include the following item on the City Commission agenda for consideration at the July 1, 2008 meeting: include a Phase 3 Mill and Overlay project.
BACKGROUND: Attached is a memo from February 2008 describing the 2008 Street Maintenance Program.
STATUS: The table shows funds available for street repair based on the 2008 budget, and projects that have been bid and are under contract:

A curb and gutter replacement project and Microsurfacing/Chip Seal contract are being prepared and will be let in July.
REQUEST: From January to June oil prices have increased from $290/AC ton to $550/AC ton. While the asphalt oil is only a component of the asphalt overlay product, bid prices have increased from $50/Ton to $60/Ton over the same period.
Attached is a map of a proposed Phase 3 with two alternatives. These streets fall within our goals for maintenance. Several of these streets were cut from the 2007/2008 program. The alternatives were/are planned for 2009.
Pending receipt of bids, if these streets can be done this year the city would be ahead based on the increasing cost of construction materials. Phase 3, indicated on the map in green, includes:
· Several residential streets in the southeast part of town,
· Rockledge Road (this is a good time to work on this street with part of the KTA interchange closed),
· Alabama Street south of 6th Street; 8th Street and 9th Street,
· Alternative A – an area including University Drive, Oxford Road, and Stratford Road,
· Alternative B – Trail Road between Folks Road and Monterey Way, and Eldridge Street.
FUNDING: Staff is requesting using Capital Improvement Reserve Funds.
ACTION: Direct staff to prepare and bid Phase 3 Mill, Overlay and Curb Repair Project with funding from the Capital Improvement Reserve Fund (pending bids).
