2008 Street Maintenance Program

 

Each year City staff prepares a list of locations for contracted street repair, which is generally referred to as the Street Maintenance Program.  The program is broken into multiple contracts based on the type of work planned:

·         crack sealing

·         mill, overlay, and curb repair

·         curb replacement

·         KLINK overlay project

·         chip and seal

·         microsurfacing

By issuing multiple contracts, the work can be bid by contractors according to their specialties. Typically, this also allows work to be spread evenly over the construction season so as to be more manageable for City staff (inspection, project coordination, etc.).  However, this year several of the projects will be performed simultaneously in order to minimize traffic impacts. Work in the downtown area, on Massachusetts-13th to 23rd, south Iowa, and in the vicinity of 19th and Louisiana all needs to be done between late May and early August while school is out.

 

Background Information

Due to funding constraints, the number of streets and curbs needing repair is greater than what can be accomplished each year.  Therefore, the list of projects for this year (as in years past) is developed using a number of criteria.  These criteria include physical roadway condition, traffic volume, citizen requests for repairs, and on-going maintenance problems for the Street Division that cannot be efficiently repaired by City crews.  The Pavement Condition Index (PCI) ratings, developed as part of the Pavement Management System, are utilized to determine condition.

 

Program Funding

Based on the budget for 2008, the following funds are available for street repair:

Several factors are expected to impact the actual costs of this year’s program. Prices may increase over last year due to oil prices, which continue to be a concern, and the tight schedules on the mill and overlay projects may result in higher than typical prices. On the other hand, a general slowdown in construction work in the region may create a more competitive bidding atmosphere and keep costs down.

 

Recommendations

Staff recommends the streets indicated on the list below and the attached map be included in the Street Maintenance Program.  The total cost estimate for the 2008 Program is $4,219,000 which leaves $611,000 in the budget for contingencies and additional work if possible. As indicated on the map and listed below, staff has identified alternate areas of work in the event bids are lower than expected and more streets can be included in the maintenance program within the budgeted funding.

 

1)  Crack Seal, estimated construction cost = $300,000.

      The crack seal project generally includes streets in north Lawrence and in the area north of 6th Street between McDonald Drive and the river, as well as north of Princeton and west of Iowa.

 

2)  Mill and Overlay, Phase 1 estimated construction cost = $991,000.

      Phase 1 includes Massachusetts between 6th and N. Park, 7th Street between Vermont and New York, and Kentucky between 6th and 12th.

           

3)  Mill and Overlay Phase 2, estimated construction cost = $1,100,000

      Phase 2 includes Massachusetts between 19th and 22rd, 19th Street between Naismith and Alabama and also between Tennessee and Mass., and Louisiana between 17th and 19th. Work on 19th will be scheduled around and closely coordinated with the 19th and Louisiana project. The work on Louisiana will also be coordinated with a raised crosswalk project at 18th and Louisiana.

 

      Alternate Mill & Overlay Areas: Kentucky St – 19th to 22nd; Vermont, Montana, Kansas, Oklahoma, Ohio and Park Hill Terr., south of 23rd St.

 

4)   Microsurfacing, estimated construction cost = $ 595,000

      The microsurfacing project includes a number of streets in an area bounded by 19th St. on the north, 31st St. on the south, Iowa on the east, and Kasold on the west. Streets to receive microsurfacing are determined to be in generally good condition. Those that are deteriorated beyond the recommended condition for microsurfacing will be included in future mill and overlay programs.

 

      Alternate Microsurfacing Area: Residential streets in the vicinity of 19th & Harper.

     

5)  Concrete curb and gutter replacement, estimated construction cost = $ 403,000

      Curb and gutter will be replaced in an area west of Monterey and north of Bob Billings Parkway where curb deterioration has been severe. Streets include all or portions of Harvard, Grove, Mulberry, Goldfield, Easy St, and Stone Meadows Dr.

 

      Alternate Curb and Gutter Replacement Area: Monterrey Way – 6th to Harvard.

 

6)   KLINK Project, estimated construction cost = $655,000

The KLINK project for 2008 is Iowa- 23rd St. to 31st St.  The project includes a mill and overlay of the entire width of the roadway and replacement of all pavement markings. The intersection with 23rd St. will also be repaved and the northbound lane on Iowa at 23rd will be re-striped for dual left turns. Bonds are intended to be issued in the amount of $450,000.  The State’s share will be 50% of the participating construction costs up to a maximum of $200,000.  The relatively small amount of additional funding required is available from other overlay budget funds.

 

7)   Chip and Seal, estimated construction cost = $75,000

      The chip and seal project includes Ash, Walnut, Lyon and Lincoln Streets in north Lawrence; 35th St. east of Iowa to the city limits; Speicher Road along the south side of K-10; and two segments of park roads, one at the entrance to YSI and the other at Oak Hill cemetery.

 

      Alternate chip and seal area: Queens Road from 6th to Wakarusa Dr. (This will depend on the status of the proposed benefit district for Queens Rd.)

 

8)   Development Project Coordination, estimated construction cost = $100,000

      Funds from the maintenance program are also used where appropriate to pay for the city’s portion of certain development projects. The Miracon project at Clinton Parkway and Wakarusa is scheduled for construction in 2008. The city’s portion of the project includes replacing sections of pavement on Wakarusa just north of Clinton Parkway where heavy traffic has caused extensive base failures and pavement rutting.
