By
issuing multiple contracts, the work can be bid by contractors according to
their specialties. Typically, this also allows work to be spread evenly over
the construction season so as to be more manageable for City staff (inspection,
project coordination, etc.). However,
this year several of the projects will be performed simultaneously in order to
minimize traffic impacts. Work in the downtown area, on Massachusetts-13th

Background Information
Due
to funding constraints, the number of streets and curbs needing repair is
greater than what can be accomplished each year. Therefore, the list of projects for this year
(as in years past) is developed using a number of criteria. These criteria include physical roadway
condition, traffic volume, citizen requests for repairs, and on-going maintenance
problems for the Street Division that cannot be efficiently repaired by City
crews. The Pavement Condition Index
(PCI) ratings, developed as part of the Pavement Management System, are
utilized to determine condition.

Based
on the budget for 2008, the following funds are available for street repair:

Several
factors are expected to impact the actual costs of this year’s program. Prices
may increase over last year due to oil prices, which continue to be a concern,
and the tight schedules on the mill and overlay projects may result in higher
than typical prices. On the other hand, a general slowdown in construction work
in the region may create a more competitive bidding atmosphere and keep costs
down.
Recommendations
Staff
recommends the streets indicated on the list below and the attached map
be included in the Street Maintenance Program.
The total cost estimate for the 2008 Program is $4,219,000 which leaves
$611,000 in the budget for contingencies and additional work if possible. As
indicated on the map and listed below, staff has identified alternate areas of
work in the event bids are lower than expected and more streets can be included
in the maintenance program within the budgeted funding.

Funds
from the maintenance program are also used where appropriate to pay for the
city’s portion of certain development projects. The Miracon project at
Staff is available to answer any
questions or provide additional information if required.
