Project
Description. The 2008
Overlay Program Phase 2 project is part of the city’s annual contracted
pavement maintenance program. This contract
includes milling and overlaying streets that include
Project History. The city’s annual pavement maintenance program
was reviewed and approved by City Commission on March 11, 2008. Of the various program projects, the 2008
Crack Seal Program and the 2008 Overlay Program Phase 1 are currently in the
construction phase, and the KLINK overlay of Iowa from 23rd to north
of 31st has been bid and nearing the construction phase. Other programs such as Microsurfacing,
Concrete Curb and Gutter Replacement, and Chip and Seal are also planned for
this construction season. The 18th

Project Details. The project includes milling the existing
pavement, patching deteriorated areas, placing a 2-inch overlay pavement,
installing concrete around valves and manholes in the pavement, and pavement
marking. Contract provisions include closures

Completed plans were developed in-house by City staff.
Project Funding. The pavement maintenance program is funded from
several sources including the general fund, gas tax funds, sales tax reserve,
and capital improvement reserve accounts.
This contract will be funded from the general fund amount of $650,000
and from the gas tax fund amount of $338,000.
The contract includes an asphalt index which may require change order(s)
based on the increases/decreases in asphalt oil pricing. The contract bid unit price per ton of
asphalt will be adjusted based on these fluctuations.
The cost for the Raised Crosswalk will be paid for with
general obligation bonds in the amount of $23,600.
Action Request.
Approve bid from LRM Industries, Inc. for combined Projects PW0809 (Section
1) and 25-GI4-807(C) (Section 2) in the amount of $793,117.90 (Base Bid Grand
Total - Sections 1 & 2) provided the contractor can meet the terms
established in the contract documents.
Approve bid from LRM Industries, Inc. for Alternate Bid
Section of Project PW0809 in the amount of $217,665.30 provided the contractor
can meet the terms established in the contract documents.
