Please include the following item on the City Commission consent agenda for consideration at the March 11, 2008 meeting:

Approval of Open General Services Agreement between Airport Sponsor and Consultant  for Professional Services with Airport Design Group (ADG) Inc. for Lawrence Municipal Airport, and Work Order No.2008-1 in the amount of $40,000 for specific Land Acquisition Assistance in conjunction with Airport Improvement Plan (AIP) Project No. 3 -20-0047-15.   The open agreement is a five-year agreement with Airport Development Group (ADG), Inc for work associated with the Lawrence Municipal Airport. It covers the general conditions of the relationship between the City and the consultant for all work tasks or projects. As such, there is no cost associated with the open agreement. Specific tasks or projects will be added to the base contract by individual work orders with the scope of work and associated fees, and approved by the City Commission. The agreement format is typical of FAA documents.

 

The first work order is for Land Acquisition Assistance to purchase property on each end of Runway 1-19 that is currently held only as an avigation easement. FAA has asked airports to pursue actual ownership of such easements. This project was originally scheduled for 2009 but FAA planners suggested accelerating the process due to development pressure in the area. The FAA process, which ADG will follow, includes environmental clearances, specific appraisal requirements, and negotiation rules. ADG will complete initial portions of the work and assist City staff in negotiations for acquisition.

 

Project History. ADG was selected as the consultant for the airport through a competitive process in November 2007. ADG has a long history with the Lawrence Municipal Airport and is well qualified to continue that service. The selection was recommended by the Aviation Advisory Board.

 

Proposed Project Details. Attached is a copy of the Open Agreement and Work Order No. 2008-1 for the first work assignment.

 

Project Funding. The costs are covered by FAA grant funding and the City’s matching funds in the capital budget.

 

Action Request. Public Works staff requests approval of the agreement and the work order.
