On February 12, 2008, the City of Lawrence opened proposals for the following:

The low bid from GSR Construction was approximately $170,000 less than the engineer’s estimate.  The following are notable line items in the Engineer’s Estimate that account for the difference:

Mobilization was less than our estimate due to the local proximity of the contractor and sub-contactors.  The largest difference was in the estimation of brick pavement.  This is the first brick reconstruction project of its type the City has let to a contractor and the estimate for brick pavement was difficult to speculate.

 

It should be noted that the condition of the existing brick to be reused as permanent surface brick is still relatively unknown. We estimate that salvaging roughly half of the existing two layers of brick will be adequate to reconstruct Ohio Street; however, it is possible that additional brick will need to be purchased.  Additional brick would be purchased through a change order which could incur extra costs to the project.

 

The Public Works Department has reviewed GSR Construction’s bid documents and contacted them to insure no mistakes or omissions were made in their bid.

 

The bid documents were submitted to KDOT for review.  KDOT has responded with a Concurrence and Award Letter for the City to award the project to GSR Construction and begin finalizing the contract.

 

Recommendation Action:

Approve bid from GSR Construction for Project 21-BS1-607(C), Brick Street Reconstruction; Ohio Street – 6th St. to 8th St., in the amount of $669,988.92 provided the contractor can meet the terms established in the contract documents.

 

This project is included in the 2008 Capital Improvement Plan and is part of the 2008 KDOT Transportation Enhancement Program.  The funding and is an 80%/20% (KDOT/City) split (KDOT $535,991.14; City $133,997.78).  City staff will provide inspection services which KDOT will also pay for 80%.
