Benefit District Area to
be Assessed. Attached is a request from Southwind
Capital, LLC to remove Tract 3 as described in Resolution 6751 which
established the public hearing date.
Removal of this tract does not incur additional costs to the other three
corners of the benefit district.
Project Funding. Each corner of the intersection will be assessed for one-ninth of the
total cost of the intersection improvements.
The total combined cost for all four corners of the intersection is
four-ninths of the cost of the improvements.
By resolution, the City-at-large cost for the improvements is
five-ninths. The agreement between the
City and Wal-mart and 6WAK will cover the City’s five-ninths cost for the
improvements. Wal-mart and 6WAK’s
one-ninth assessment as part of the improvement district combined with their
agreement to pay the City’s five-ninth share of the improvements will result in
Wal-mart and 6WAK paying for two-thirds of the signalization at 6th
Street and Congressional Drive as required by the development plan. The remaining one-third of the cost will be
assessed to the other three corners of the
intersection. Bond counsel has
reviewed and approved the plan, the proposed resolution, method of assessment,
and area in benefit district.
Estimated Cost.
Estimated cost of the improvements is $331,000
including design, construction, inspection, administration, legal, and bonding
costs.
All property owners were advised of this public hearing.
Action Request.
Hold public hearing and, pending comments,
approve Resolution 6755 setting out the findings and determinations and
ordering the improvements at the intersection of
