Please include the following item on the City Commission consent agenda for consideration at the February 12, 2008 meeting:

Project Description.  Improvements include the construction of a left-turn lane from northbound Harper to westbound 23rd Street, including signal modifications.  These improvements were recommended in the 2005 Safety Audit completed by the Kansas Department of Transportation.

Project Status.  On January 16, 2008 KDOT received bids for the work.  Low bidder was Killough Construction, Inc., Ottawa, Kansas, in the amount of $230,039.94.  The project could commence in April/May 2008.  Harper Street south of 23rd Street will be closed during construction.  Estimated construction time is 40 working days.

Project Funding.   This project is a geometric improvement project.  The city and KDOT will share the construction and construction inspection costs (20%/80% respectively).  The city will provide construction inspection estimated at $34,506 (KDOT will reimburse the city 80% of this expense).  The breakdown of costs is attached.  The city’s share is $62,400.  Additional costs to the city for this project included design fees of $28,910 and easement costs of $3,500 for a total city cost of $94,810.  The 2008 CIP includes $350,000 for this project, and Resolution 6609 authorized the issuance of bonds.

Action Request.  Authorize Mayor to sign Authority To Award Contract and Commitment Of City Funds in an amount of $62,400 for improvements on Harper Street at 23rd Street.
