2nd and Locust Reconstruction

Work Schedule and Incentive Package

 

Please include the following item on the City Commission regular agenda for consideration at the January 22, 2008 meeting:

 

Project Information.  The 2nd and Locust Street project is expected to bid February 20, 2008.  This project includes the reconstruction of the intersection from the Kansas River Bridge approach to the railroad underpass.  The project includes some widening to the east for a separate left turn lane for both north and southbound traffic at 2nd and Locust, and will also improve the alignment between the river bridge and railroad underpass. 

 

Improvements will include increased storm sewer capacity and a new waterline to replace a 1936 existing main. Due to sight distance limitations southbound 2nd Street vehicles will not be permitted to make a left turn onto Elm. Estimated project cost is $1,919,500 with KDOT participating to a maximum of $1,000,000 and the remainder shared by Utilities, Stormwater, and CIP funds.

 

KTA Projects.  The KTA proposes to begin work on the Kansas River bridges this summer.  As discussed at the December 4, 2007, City Commission Meeting, Phase 1 includes improvements to the West Lawrence/Highway 59 (Plaza 202) interchange.  This phase will begin in June/July and last eight months through February 2009.  Phase II will close the East Lawrence Plaza beginning mid-2009 and also last eight months.

 

At the December 18, 2007, City Commission meeting a discussion was held regarding coordination of the KTA and city projects.  It was recommended that the city coordinate the work schedule for 2nd and Locust including completion dates, incentives and liquidated damages.  Attached is the KDOT Special Provision to the Standard Specifications that will be included in the bid documents.

 

Per the specifications, the project is to be open to unrestricted traffic by October 18, 2008.  Liquidated damages of $2,500/day will be assessed for each calendar day, excluding Sundays and holidays, until the road work is complete. 

 

 

 

 

KDOT’s planting season ends in October.  If the sodding and other incidental/subsidiary work is not completed on or before the October 18 completion date the contractor will have to wait until March 2009 before sod can be placed.  The contract allows until March 21, 2009 to complete incidential/subsidiary items.  For each day after March 21, 2009 the contractor will be charged $500/day until all incidental/subsidiary items (sodding, final cleanup, final punch list, etc.) are completed. 

 

If the contractor completed the entire project, including all incidental/subsidiary work such as cleanup and sod, on or before September 1, 2008 the contractor would receive an incentive of $50,000.  Entire project completion after September 1, but prior to October 18, 2008, the contractor would receive $1,000/day up to a maximum of $30,000.  Any incentive received would be at the city’s expense since KDOT has a maximum participation.

 

As discussed in December, completion of this project during Phase I of the KTA construction program is recommended for the following reasons:

  1. Emergency response - the east Lawrence toll plaza is open for alternative access to north Lawrence;
  2. The North Lawrence Improvement Association supports this plan;
  3. Construction costs will most likely increase if the project is postponed.

 

Incentives on Other Recent Projects. 

  1. Kasold Reconstruction, 22nd to Bob Billings: The construction contract was awarded in May 2006 with a required completion date of October 6, 2007. The contract allowed for an incentive of $2,000 per day with a maximum of $100,000. The contractor completed the project on July 6, 2007 – 92 days ahead of schedule – and the full incentive was awarded. The $100,000 incentive is 1.7% of the final contract amount of $5,809,699.
  2. Downtown Waterline Project: The contract had a clause for $1,000 per day incentive, with no maximum amount stipulated. The contractor finished 33 days early and received $33,000. The incentive is 1.6% of the total contract amount of approximately $2.1 million.

 

 

Action Request.  Approve work schedule for the 2nd and Locust reconstruction project, including incentive package.
