The referenced property has been inspected and found to be in violation of City Code, specifically the 1997 Uniform Building Code Section 102. The property is unsafe with two vacant structures (house and pole barn) that are in a severely deteriorated state and an ongoing nuisance with regard to security issues/trespassers/etc.
The owner of record is: Arthur Carmona

The utilities have been shut off since: water 2/2004; electric 3/2005; and gas 2/2004.
Staff has been unable to locate the owner of record. Staff has been in contact with Jesse Del Campo Jr. since approximately December 2005. Mr. Del Campo is purchasing the property on contract; he has paid off a lien on the property and has paid the scheduled property taxes. He has not been able to locate the owner of record either, therefore is not able to take the necessary action to repair or remove the structures. Due to the deteriorated state of the structures (house and pole barn), it is his desire to remove the structures; however the City cannot allow him to do this as he is not the property owner of record.
At this time, staff is requesting the City Commission adopt a resolution setting a public hearing date of October 2, 2007. The purpose of the hearing will be to discuss the status of the property and structures and to consider adopting an order to remove or repair the structures within a specified time. Failure of the owner to comply would result in the City taking action to remove the unsafe structures.
