RE:

Lawrence Community Shelter Report

Please place the following item on the February 6, 2007 consent agenda:

On March 7, 2006, the City Commission approved a Use Permitted upon Review (UPR) request for one year for the Lawrence Community Shelter, located at 944 Kentucky Street. On January 16, 2007, the City Commission voted to extend the existing UPR to April 17, 2007. As a condition of original UPR approval, the applicant was required to submit a report to the City Commission 30 days prior to the March 7, 2007 expiration date, addressing the following issues:

1.      Develop a mechanism for communication with neighbors and the neighborhood association by working with the Community Cooperation Committee (CCC) appointed by the CCH and by developing a Good Neighbor Agreement describing responsibilities of both the LCS and neighbors.

2.      Keep a log of police calls and level and type of concern.

3.      Evaluate proper staffing levels for adequately meeting client and neighborhood safety needs.

4.      Keep a log of guests who obtain jobs and permanent housing.

5.      Develop a method for resolution for problems created for neighboring properties.

6.      Develop a monetary list of measures that would keep the shelter safe and well-staffed and suggestions for government assistance and community fundraising.

The report includes a response to each of the above-reference items, and is being presented to the City Commission for their consideration.

Action:  Receive report.
