Renew contract with Duke’s Root Control Inc. for the 2006 Chemical Root Control Program

 

History:

 

The purpose of the project is to apply chemical root control agent to sanitary sewers, in order to kill the root growth present in the lines and to inhibit re‑growth, without permanently damaging the vegetation producing the roots.

 

The Utility Department began the Root Control program in 1998. The treated sanitary sewer line segments have a 2-year warranty against root re-growth. The vendor will re-apply treatment if roots re-grow in the line during the warranty period at no additional cost to the city. The selected sanitary sewer line segments in each year’s project are retreated every 3rd year as part of the Root Control Program.

 

Sanitary sewer line segments are selected for root control on the basis of several factors.  These factors include:

 

·          Blockages caused by root infiltration

·         TV inspection

·         Maintenance records

·         Age of pipe

·         Pipe material

·         Above ground conditions

 

On July 12, 2005 bids were opened for the 2005 Root Control Program.  The vendors also bid on costs for 2nd and 3rd year contract renewal. Duke’s Root Control Inc. was the low bidder. Below is the cost table submitted by Duke’s Root Control Inc.

Project Status:

The 2005 Chemical Root Control program was completed in December of 2005.  The results were satisfactory and the Utilities Department wishes to renew the contract with Duke’s Root Control Inc. for the 2006 work. A total of 50,130 lineal feet of 8” inch sanitary sewer pipe has been identified for root control at a projected cost of $64,667.00.  A list of locations is attached.

 

 

Project Funding:

Funding for the 2006 Root Control Program will come from the Utility Department Sewer Maintenance fund, 7410-2538.

 

Action Request:

Utility Department staff requests approval from the City Commission to authorize the Interim City Manager to execute a contract agreement and purchase order with Duke’s Root Control Inc. in the amount of $64,667.00 to complete the 2006 Chemical Root Control Program.
