Attached please find a proposal from Management Partners, Incorporated to develop a comprehensive system of performance measures and a “balanced scorecard” component for reporting for the City of Lawrence.
Project Background
Management Partners provided consulting services for the recently completed City Commission goal retreat and as a part of that effort, the City Commission placed in the research, adoption, and implementation of a system of performance measures for City operations in their work plan for 2006. To that end, staff met with Julia Novak, Regional Vice President for Management Partners, in February, 2006 to review the list of approximately fifty (50) programs within the City of Lawrence operations, that would be a part of a system of performance measurement.
Proposal Merits
Management Partners developed the International City/County Management Association’s (ICMA) Center for Performance Measurement, and thus is uniquely qualified to provide this type of consulting service for the City of Lawrence. Additionally, checking with three of the references listed in the proposal (Olathe and Overland Park, Kansas, and Rockville, Maryland), Management Partners has provided timely, responsive service in the creation of outcome-based performance measurement systems for these organizations. Information on the systems created for Olathe and Overland Park is attached.
Commission Action
The City Commission could authorize the City Manager to proceed with the negotiation of a contract with Management Partners. This firm was found to be a qualified provider of consulting services when consultants/proposals were reviewed prior to the selection of a goal session facilitator, thus the competitive process for recommending this consultant appears to have already been completed. An alternative action would be to direct staff to begin the request for proposal (RFP) process for a consultant to provide performance measurement services.
