Please place the following items on the City Commission agenda for consideration at their August 10, 2004 meeting:

 

Solid Waste Ordinances

Ordinances establishing solid waste service rates and limiting acceptable containers for yard waste are attached.  The increase in solid waste service rates is explained in a May 18, 2004 memo (attached) that was submitted to the City Commission during the June 9, 2005 budget study session and recommends a 2% rate increase to cover the cost of operations.  The appropriate containers for yard waste are limited to refuse cans, roll-out carts, or compostable fiber bags and plastic bags will no longer be acceptable containers for yard waste.

 

Commission Action:  Adopt Ordinance No.7795 and Ordinance No. 7797, as appropriate.

 

Water and Wastewater Ordinances and Rates

Previously, Black and Veatch made presentations to the City Commission at the June 9 and June 30 budget study sessions, presenting various rate structure options, revenue requirements for operating and capital expenditures for both utilities, and requesting Commission direction on specific policy issues.  Pursuant to the recommendations in the 2004 Black & Veatch Report on Revenue Requirements, Costs of Service, and Rates for Water and Wastewater Service, the attached ordinances have been developed to reflect new rates for:

         

          Ordinance 7808

·      water service (inside and outside the city customers)

·      wastewater service (inside and outside the city customers)

·      charges for extra strength wastewater discharges (excessive total suspended solids and/or BOD)

Ordinance 7809

·      water and wastewater system development charges

Ordinance 7818

·      charges for septic tank and portable toilet waste

 

Additionally, the Report recommends an increase in the wholesale water rate (rural water districts and Baldwin City) in 2005.

 

Attached please find a memo from the Utilities Department that details the increases identified above. 

 

Commission Action:          Adopt Ordinances 7808, 7809, and 7818, as appropriate.  Increase water rate for wholesale customers to $2.25/thousand gallons effective January 1, 2005, as appropriate.

 

Pool Fees and Golf Course Fees

During the June 9, 2005 budget study session, staff presented information associated with recommendations to raise certain pool fees ($1.75 for child fee) and golf course fees ($.50 greens fee increase).  After reviewing additional year-to-date revenue information for the golf course, staff is researching additional revenue options, with the goal of presenting a more detailed report to the Commission at a future meeting.

 

Commission Action:  Approve an increase in pool fees for children to $1.75 for 2005, as appropriate.  Any increase in golf course fees will be acted upon at a future meeting.
