Recommendations/Options/Action Requested:

 

Provide direction to staff on the formation of the benefit district for Queens Road and the benefit district for the signalization 6th Street and Queens Road.†

 

Pending Commission discussion, adopt Resolution No. 7263, establishing Tuesday, October 2, 2018, for a public hearing on the creation of a benefit district for the construction of Queens Road and a benefit district for the signalization of the intersection at 6th Street and Queens Road.

 

Executive Summary:

On May 1, 2018, the City Commission received a report on the formation of a benefit district for Queens Road and a benefit district for the signalization of the intersection at 6th Street and Queens Road.† After much discussion and public input, the City Commission directed staff to review options to expand the benefit district area for the construction of Queens Road.

 

Attached is a staff memorandum outlining the three options for the Commissionís consideration.

 

Option 1: Defines the benefit district boundaries as presented to the City Commission on May 1, 2018.

 

Option 2:† Expands the benefit district boundaries to include all property north of 6th Street from George Williams Way to Wakarusa Drive, extending north to the City limits, including the 10-acre tract owned by Graycliff Holdings, L.C. located on the west side of Queens Road and north and adjacent to the City limits.

 

Option 3: Defines the benefit district boundaries consistent with Option 1, but the City would participate financially in an additional amount proportionate to the City-owned properties located at Wakarusa Drive and Overland Drive and the water tower at 6th Street and Stoneridge Drive (equivalent to the cost assessed under Option 2).

These projects are included in the 2018 CIP. The project costs are estimated as follows:

Option 1:† Queens Road, CIP# PW17E4, estimated cost $4.85 million with City share of approximately $350,000

Option 1:† Queens Road and 6th Street intersection, CIP# PW17E10, estimated cost $450,000

Option 2:† Total City share $704,000

Option 3:† Cityís contribution $704,000
