K-10 & Farmer’s Turnpike Plan

Origin of Plan

This plan was adopted in January of 2009 and was amended in April of 2016. The area within the plan is expected to be subject to intense development pressure due to its proximity to the City of Lawrence and interstate highways. This plan intends to guide the area’s growth patterns as development occurs. In addition, the plan identifies appropriate land uses along an arterial road corridor and a highway interchange that will aid in meeting a recognized need for industrial and employment center opportunities.

 

The plan did not include information on the creation process.

 

The plan does not have a time-limit but will be ongoing. It is expected that the plan will be revised as needed to accommodate changing circumstances.

Expected outcomes from the plan

The plan recommends planning actions to accommodate future development in the area. These include:

1)   Master planning areas identified as industrial and office/research to provide an adequate street network that limits the number of access points to N. 1800 Road (Farmer’s Turnpike);

2)   Evaluating the area north of N. 1800 Road (Farmer’s Turnpike) on a watershed basis with the upcoming plan update and develop an overall service plan with project costs for water and sanitary service prior to development requiring urban services;

3)   Adoption of industrial design guidelines; and

4)   Reevaluation and updating of the Urban Growth Area.

An overall outcome expected from the plan is that proposed development will comply with the land use recommendations in the plan.

 

The plan did not include any expectations for evaluation of progress and performance. The changes proposed would occur as part of other planning efforts and would not require a new funding source.

 

No expectations of revising the plan were included in the plan; however, plans can be updated with a comprehensive plan amendment if staff or the commission determines they need updating or revised. Amendments are reviewed and presented to the Commission if a developer requests a change to accommodate proposed development in an area.

Funding

This is primarily a land use plan. The action steps mentioned above would be carried out with regular master planning updates and other planning efforts; therefore, no additional funding would be required.

Status Update

·         Industrial Design Guidelines were adopted in 2010.

·         The Urban Growth Area is being re-evaluated and updated with the comprehensive plan update which is currently in process.

Future

As city utility masterplans, Transportation 2040, and the updated comprehensive plan are updated land use recommendations and proposed street layouts will be evaluated and included in the planning documents.
