Inverness Park District Plan

Origin of Plan

After the original platting and zoning for the area in 1999, there were multiple land use decisions within the boundaries covered by this plan that deviated from the original intent for the area. Development of this plan was initiated by the City Commission in November of 2010. A series of public hearings took place in February and March of 2011. These meetings provided input from members of the public, residents, and developers. City Commission approved the plan in September of that year, County Commission approved as well the following month. In 2012 the plan was revised. Planning Commission, City Commission, and County Commission approved the revised plan in April, May, and June of 2012, respectively.  There is no stated plan horizon, though it was amended into Horizon 2020.

 

Expected outcomes from the plan

The plan had several stated goals: encourage nonresidential development (that is compatible with the residential areas of the plan) at the intersections along Clinton Parkway, develop a strong park/trail system, develop appropriately dense residential uses south of 27th Street, and protect the flood hazard areas from development.

 

In order to achieve the goals of the plan, several specific policy recommendations were made. Some of these policy recommendations were: encouraging mixed use development along Clinton Parkway, limiting multi-family uses, developing a pedestrian trail along the floodplain area south of the multi-family developments, maintaining development patterns that adhere to the standards displayed on the land use maps located within the plan.

 

The plan is slated to be reviewed in 2021, per Chapter 14: Specific Plans of Horizon 2020.

Status Update

At this point it can be observed that there has been very limited development since the plan’s adoption. Some limited development has occurred along Crossgate Drive, though the plans for these projects were in place or under development at the same time as the development of the Inverness Park District Plan. One notable development is a 14 lot residential duplex development between West 24th Place and Clinton Parkway. There has been very little or no development south of West 27th Street.  

 

Overall, there has not been much change to the plan area since the plan’s adoption. Which could be interpreted as being compliant with the goals of the plan.

 

Future

The plan does not call for large scale improvements. The plan’s intention is to regulate and guide development in a large portion of the plan area. Some of the implementation portions of the plan have been achieved, while others are still ongoing.
