Southeast Area Plan

Origin of Plan

Initially approved by the City Commission on 1/8/08, and the Douglas County Board of Commissioners1/28/08.  An update to the plan was approved by the City Commission on 9/27/11, and the Douglas County Board of Commissioners on 11/19/11.

 

The development of the plan began in 1997.  The primary issues at the time were: timing of development (land uses), connectivity of the major street network, the location and timing of the eastern leg of the South Lawrence Trafficway/K-10, and the timing of city sanitary sewer and water lines to the planning area. The closing of the Farmland Industries Plant and the update of the city’s wastewater master plan created a renewed interest in developing a plan for the southeast Area.

 

Meetings were held with the property owners in the area to gather input, planning staff created a draft land use map for the planning area on August 13, 1997, it was presented to the Planning Commission and a plan and summary of the process followed.  The County Commission deferred the discussion because of issues due to an ongoing study of the eastern alignment of the South Lawrence Trafficway/K-10 Highway.  After the deferral, the plan was not approved or adopted by either the Planning Commission or City Commission. 

 

The planning process continued in 2004 with various drafts of future land use maps and text.  Action on the plan was again delayed due to the completion of the ECO2 Commission’s plan.  Some development had occurred in the area and the Wakarusa Water Reclamation Facility was set to be operational 2017-2022, south of the planning area and south of the Wakarusa River, which would provide additional sanitary sewer to the area.

 

The recommendations in the plan are intended to guide the area’s growth patterns as the development occurs.  The plan is currently used and does not have a sunset date.  Horizon 2020 was updated and amended in 2008, to incorporate the plan into Chapter 14: Specific Plans.

 

Expected outcomes from the plan

In conjunction with Horizon 2020, these plans provide a general “umbrella” policies under which this plan is implemented.  Other plans in addition to Horizon 2020, that work in conjunction with this plan include:

the Metropolitan Transportation Plan, Lawrence Parks & Recreation Department Comprehensive Plan, preliminary alignment study for 31st Street East of 1600 Road to County Road 1057, City of Lawrence, Kansas Wastewater Master Plan, and the 23rd Street Corridor Study.

 

The Southeast Area Plan covers land uses, zoning patterns, infrastructure, environmental conditions and public services/facilities for the area.

 

Specific recommendations of the plan include, a future land use map and a list of policies.  The plan has already been implemented via approval from three commissions in 2008, and updated in 2011.

 

There are no plans currently to revisit this specific plan.

This plan is currently adopted and in use under Horizon 2020.
