Recommendations/Options/Action Requested:

 

Authorize the Mayor to sign Kansas Department of Transportation (KDOT)/City agreement No. 11-19 for 6th & Tennessee eastbound right turn lane project (CIP# PW19E2).

 

Executive Summary:

In 2017 KDOT awarded the City $250,000 in Geometric Improvement program funds for construction of an eastbound right turn lane at 6th & Tennessee.  The local match is 20% of the project costs and the remaining 80% are state funds administered by KDOT.  State funds are eligible for construction, engineering design, and construction inspection. State reimbursement would occur at the 80% rate up to $250,000. The 2019 city budget includes sufficient funding ($250,000 in CIP# PW19E2) for the project.

 

In January 2019, KDOT increased project funding up to $353,513 by transferring $103,513 of funds remaining in the 23rd Street Access Management Program.  The 23rd Street Access Management Program began in 2006 with a plan to consolidate access points on K-10 (23rd St) with $500,000 in state funds.  As redevelopment occurred on the corridor, eleven projects were completed from 2006-2016. With the completion of the South Lawrence Trafficway, 23rd Street no longer serves as K-10 highway and KDOT requested closing the project and transferring funds to another city/state project.

 

Regarding the upcoming project, the Transportation Commission received an update with field check plans in October 2018.  Improvements include a dedicated eastbound right turn lane, bulb-out at intersection to reduce pedestrian crossing length on Tennessee, new ADA ramps, asphalt mill & overlay and pavement marking. Project letting will occur this spring with construction this summer.
