Approve a Special Event Permit (SE-19-00090) for the Over the Edge event on June 1, 2019 at 888 New Hampshire Street. Submitted by Boys & Girls Club of Lawrence, on behalf of 100 East 9th Street LLC, property owner of record, subject to the following condition:
1. The applicant shall provide an updated certificate of liability insurance policy. Policy may not expire before the proposed event date. The City of Lawrence shall be listed as additional insured. Applicant shall not receive special event permit prior to submittal of updated certificate of insurance.

Executive Summary: |
The Boys & Girls Club of Lawrence is partnering with First Management, BGCLK, and Over the Edge Global to host a fundraiser, Over the Edge, on June 1st, 2019 at 888 New Hampshire Street. The event will take place from 7:00 AM to 7:00 PM.
80-90 participants will rappel down the exterior side of the 888 Lofts. Participants must raise $1,000 to secure a rappelling position. Participants will rappel down the western side of the building and land on the sidewalk along New Hampshire Street. A portion of New Hampshire Street will be closed to vehicle traffic and be used as a space for spectators, food vendors, radio DJs, and face painters. The applicant does propose to sell alcohol. Identification will be required to enter spectator area but will be open to the public. The applicant expects 600-800 total attendance but expects no more than 200-300 at one time. The 2018 Over the Edge event had 53 participants and over 400 spectators. More than $80,000 was raised for the Boys and Girls Club of Lawrence.
Primary parking will be in nearby parking lots and garages as well as neighborhood street parking. The applicant is working with the Municipal Services Department on a street right-of-way permit, CL-28077, to close a portion of New Hampshire Street. 9th Street will remain open. The southern entrance/exit to the city-owned parking lot addressed as 825 New Hampshire Street will be inaccessible. The northern entrance/exit point will remain open and all parking spaces will be accessible. C-Hawkk Traffic Control will provide a traffic plan.
The applicant will provide portable restroom facilities and trashcans. Both will be hauled away after the completion of the event. MUTCD compliant sidewalk closure signs will be prominently displayed.
The applicant has proposed temporary signage. |
