Amend the 2019 Capital Improvement Program, authorizing a new project to repair the Rotary Arboretum parking lot (new CIP# PR1924) in the amount of $150,000 and award Bid No. B1912 to King’s Construction Co., Inc. in the amount of $148,403.75, which includes a 10 percent project contingency. |

Executive Summary: |
The Arboretum parking lot pavement is in failing condition. The existing parking lot surface and subgrade material will be removed, a new stabilized subgrade will be prepared, and a new parking lot will be paved.
This project was not anticipated, or included, on the list of projects approved for the 2019-2023 Parks and Recreation CIP. However, due to the rapid decline of this parking surface in 2018, it is recommended this project uses the funding originally targeted for the Outdoor Aquatic Center – Pool Slide Replacement (CIP# PR2426) in 2019. The pool slide project will be resubmitted for consideration on a future CIP. The project was listed in Resolution No. 7281, authorizing the sale of temporary notes, adopted February 5, 2019. Resolution No. 7283, authorizing the sale, issuance and delivery of the temporary notes was adopted March 5, 2019. The staff reports accompanying those resolutions did not clearly explain that the parking lot repair project would require a CIP amendment to reallocate funding that was originally planned for the pool slide replacement.
Asphalt and concrete pavement bid options were included in the contract bid documents. The low bid for the concrete group combination was determined to be in the best interest of the City and has been recommended for award.
If the Commission awards this bid, construction of the project is anticipated to begin in April with a completion date of June 15, 2019. Parks & Recreation and Municipal Services & Operations staff will coordinate the Arboretum parking lot closure with the contractor. |

The fiscal impact to the City is $148,403.75. The proposed amended total budget for this project is $150,000. This project is included in the group of 2019 Parks & Recreation Facility Projects utilizing General Obligation Temporary Notes (Resolution No. 7281 adopted by the City Commission on February 5, 2019). |
