Recommendations/Options/Action Requested:
Adopt on first reading, Ordinance No. 9653, allowing the sale, possession, and consumption of alcohol on the public right-of-way in the 800 block of New Hampshire Street from 9:00a.m.-5:00p.m. on June 1, 2019, during the Over the Edge event.
Executive Summary:		The Boys & Girls Club have requested permission for the sale, possession and consumption of alcohol associated with the 2019 Over the Edge event in the 800 block of New Hampshire Street during their event. The sale, possession and consumption of alcohol on the right-of-way is generally prohibited, unless the City Commission adopts an ordinance exempting an area from that prohibition. The attached Ordinance No. 9653 would temporarily allow the sale, possession and consumption of alcohol on the 800 block of New Hampshire Street, on Saturday, June 1, 2019 during the event. In addition, Police, Parks and Recreation, Municipal Services and Operations, Fire/Medical, Lawrence Transit, Downtown Lawrence, Inc., East Lawrence Neighborhood Association (ELNA), Lawrence Association of Neighborhoods and Explore Lawrence have reviewed this request.
