Amenities at Franklin and 25th Terrace

 

Background

Due to passenger activity, the stop at Franklin Road and 25th Terrace was determined to be eligible for the placement of amenities shortly after service began to the area in 2012. However, finding a permanent location for the stop has been an ongoing issue. At the start of service, the stop was located on the east side of Franklin Road, northeast of the 25th Terrace intersection. In 2014, neighborhood complaints and unwanted activity necessitated that the stop be moved to a new location on the south side of 25th Terrace, southwest of the Franklin Road intersection. A year later,  as a result of more complaints, the stop was moved again to the east side of Fairfield Road, northeast of the 25th Terrace intersection. In 2016, the stop was moved to a new location as the result of additional complaints. That move was to the current location on the west side of Franklin Road, northwest of the 25th Terrace intersection. A bench and waste receptacle were placed on the site in 2017 in an attempt to address the need for amenities. Since that time, two waste receptacles were replaced due to damage and theft.

 

In 2018, staff began conversations with the Lawrence Community Shelter about the possibility of extending service directly to their facility. Staff determined that in order to accommodate the service, considerable work would have to be performed to reinforce the LCS parking lot in order to support weight of the buses.

 

Amenities

The amenities planned for the site include a 4’x8’ shelter, a 6’ bench, a trash receptacle and bike racks. Approximately 320 square feet of additional concrete will need to be poured in order to accommodate these amenities.

 

Site

The current site is located on private property that is currently located in the county. However, discussions are still ongoing about a permanent location due to recent conflicts with traffic emanating from the nearby county facility. Staff has been working with county staff to determine the process and/or procedures for the placement of improvements in the County ROW. Staff is expecting that an easement or a ROW License Agreement may be necessary.

 

Timeline

Staff is anticipating that the process of installing amenities will take approximately 60 days.

·         The survey of the property will be performed by City or County surveyor.  This is expected to take two weeks.

·         The process to obtain an easement or ROW License Agreement is yet undetermined. Staff is expecting 2-3 weeks for it to go through the county. If it is determined that it needs to go through both City and County commissions, it may take additional time for approval.

·         Staff is awaiting quotes and timing for concrete work. At this time of year, concrete pouring can be delayed by weather conditions. Additionally, the relatively small size of the pour may delay the process.

·         Notice to adjacent property owner will take a minimum of two weeks.  One week for it to be mailed out certified, and at least a week for any response from the property owner.

·         Once the concrete is cured enough for drilling staff, we will work with MSO and shelter cleaners to install the amenities.
