Executive Summary: |
Police patrol had budgeted replacements of critical patrol units in the 2019 budget and CIP process. Units identified were determined to be replaced in two purchases. The first purchase was initiated for evaluation and specialty application of patrol supervision. This included the purchase of a different pursuit vehicle that will lend to evaluation of performance for future purchase decisions. These units have been ordered from another manufacturer. The remaining patrol units were bid complying with the city’s purchasing procedures. The bid return has exceeded the remaining general fund expenditure. Central Maintenance had identified two (2) units in police administration that had met the replacement requirements and had programed these units into the annual vehicle replacement funding identified in equipment reserve. It is recommended to utilize the remaining police funds to replace eight (8) patrol vehicles. The equipment reserve funds will replace one (1) of the two (2) vehicles already identified in the annual replacement funding.
It is recommended to award Bid No. B1906 to Laird Noller Ford following the 1% local purchasing policy outlined in the city’s purchasing procedures.
