Executive Summary: |
The Buskerfest has requested permission for the sale, possession, and consumption of alcohol associated with the 2019 Buskerfest in the 100 block of E. 8th Street and the 900 block of New Hampshire Street during their event.
The sale, possession, and consumption of alcohol on the right-of-way is generally prohibited, unless the City Commission adopts an ordinance exempting an area from that prohibition. The attached Ordinance No. 9639 would temporarily allow the sale, possession, and consumption of alcohol on the 100 block of east 8th Street on Friday, May 24, 2019 to Sunday, May 26, 2019 and the 900 block of New Hampshire Street, on Saturday, May 25, 2019 to Sunday, May 26, 2019 during the event.
The event organizers have sent out notice of this event to the property owners in the area. Access in and out of those locations will be maintained during the event. They have also obtained written support from the adjacent properties and business.
Access to the parking garage would be maintained via the southernmost entrance on New Hampshire Street as well as the 9th Street entrance. The street would be blocked with movable barricades but the applicant would maintain adequate width in the westernmost lane for fire apparatus access to the garage in case of emergency.
In addition, Police, Parks and Recreation, Municipal Services and Operations, Fire/Medical, Lawrence Transit, Downtown Lawrence, Inc., East Lawrence Neighborhood Association, Lawrence Association of Neighborhoods, and Explore Lawrence have reviewed this request.
