Executive Summary: |
On May 29, 2018 the Lawrence Douglas County Metropolitan Planning Organization was awarded $80,000 Competitive Consolidated Planning Grant funding for a 23rd Street Multi-modal Corridor Study (Haskell Bridge to eastern city limits). The study requires a $20,000 local match, which was budgeted in the 2019-2020 MSO Budget.
This study will develop a vision and implementation strategy for 23rd Street, providing an opportunity for the public to reimagine the street for comfortable and inviting multimodal transportation, since 23rd Street no longer serves as State Highway K-10 after the South Lawrence Trafficway was opened in 2016. The removal of the state highway designation, the passage of the City’s complete streets policy, the crash history, and the multimodal vision of Transportation 2040 warrants a study of 23rd Street before reconstruction of 23rd Street from the Haskell Bridge to 600’ east of Anderson Ave. With the completion of K-10, the State agreed to provide $4 million for the reconstruction of 23rd St in the City/ State Turnback agreement. The city’s CIP has this project beginning with design in 2020 and construction in 2021-22. This visioning process will provide the basis for the design.
The study will provide a public visioning process and existing conditions evaluation including: current and future land uses, multimodal traffic counts, access management, crash history, multimodal needs, and amenities. The process will provide recommendations for access management and a concept level multimodal (auto, transit, bike, pedestrian, freight) transportation plan.
This federal funding will be available for use by the MPO in 2019 and will be programmed in the MPO’s 2019 Unified Planning Work Program (UPWP).
Olsson, Inc. was selected through a competitive Request for Proposals process that met City of Lawrence purchasing requirements and Kansas Department of Transportation (KDOT) procurement regulations. Staff issued a Request for Proposals for the project on December 3, 2018 and received three proposals on December 20, 2018. KDOT set a 10% Disadvantaged Business Enterprise goal for work conducted under this contract. A five-person selection committee (Jeff Crick, Planning Manager; David Cronin, City Engineer; Jonathan Marburger, Project Engineer; Allison Smith, KDOT MPO Liaison; and Jessica Mortinger, Transportation Planning Manager) reviewed the qualifications. Firms were evaluated on the following criteria: 1. Experience, Qualifications, and Expertise 2. Capabilities and Resources 3. Project Overview 4. References 5. Quality and Thoroughness of Proposal
Based on a thorough evaluation using the above mentioned criteria, the selection committee determined that Olsson, Inc., with Midwest Merge Engineering, LLC (DBE) and Gewalt Hamilton Associates, Inc. as sub-consultants, was the best qualified for the project. |

The fiscal impact to the City is $20,000 as a match for the $80,000 Consolidated Planning Grant. Match funds are included in the 2019-2020 MSO budget. |
