Adopt on first reading, Ordinance No. 9638, allowing the sale, possession, and consumption of alcohol on the 800 block of Pennsylvania and the 600 block of E. 8^th Street (New Jersey St. to Delaware St.) on Saturday, May 4, 2019, from 4:00 P.M. to 10:00 P.M. associated with 2019 Kansas Food Truck Festival event.
Executive Summary:		The Cider Gallery has requested permission for the sale, possession, and consumption of alcohol associated with the 2019 Kansas Food Truck Festival event on the public right-of-way (see attached map). The sale, possession, and consumption of alcohol on the right-of-way is generally prohibited unless the City Commission adopts an ordinance exempting an area from that prohibition. The attached Ordinance No. 9638 would temporarily allow the sale, possession, and consumption of alcohol on the 800 block of Pennsylvania and the 600 block of E. 8^th Street (New Jersey St. to Delaware St.) on Saturday, May 4, 2019, from 4:00 P.M. to 10:00 P.M. during this event. The event organizers have sent out notice of this event to the property owners in the area. This notice included Penny’s Concrete and the City of Lawrence, Municipal Service Department. Access in and out of those locations will be maintained during the event. They have also obtained written support from the adjacent properties and business. In addition, Police, Parks and Recreation, Municipal Services and Operations, Fire/Medical, Lawrence Transit, Downtown Lawrence, Inc., East Lawrence Neighborhood Association (ELNA), Lawrence Association of Neighborhoods and Explore Lawrence have reviewed this request.
