Authorize one Planning Commissioner to travel to San Francisco to attend the 2019 National Planning Conference. |

Executive Summary: |
The national American Planning Association (APA) Conference is the planning industry’s primary conference event and continuing education opportunity for keeping current with planning trends. This year’s conference will be held in San Francisco, April 13-16, and looks to have a robust educational program addressing topics such as planning for diversity, equity in planning, adaptive transportation, urban agriculture, affordable housing, methods for bureaucratic reform, capital investments in community revitalization, short-term rentals, cultural landscapes, community design, and urban transformations.
Each year the PDS budget includes funds for professional development opportunities for staff and commissioners. Historically, one or two Planning Commissioners have attended the national planning conference along with as many staff as the budget allows in order to obtain continuing education credits and to bring back emerging planning issues and methods to the community (two to three staff have typically attended as budgets allow).
Planning Commissioner Rob Sands has expressed interest in attending the conference this year. His second term extends until May 2021. Additionally, the City Manager has authorized one staff person to attend.
The City’s Travel Policy requires travel for elected officials and appointed commission members to be submitted to the City Commission for approval.
