Recommendations/Options/Action Requested:

Authorize the City Manager to execute an Engineering Services Agreement, in the amount of $246,547 with George Butler Associates, Inc. (GBA), for the City of Lawrence 2019 Flow Monitoring Program which is part of the Rapid I/I Reduction Program (UT9909CIP).

Executive Summary:


The City of Lawrence is entering the sixth year in the eight (8) year Rapid Inflow and Infiltration (I/I) Reduction Program. Sanitary sewer flow monitoring services is an important component of the program and is used to track the effectiveness of completed repairs and guide I/I removal efforts moving forward. The City Commission authorized the 2014 contract for these services on March 25, 2014 with the anticipation that a contract will be negotiated each year with GBA for the duration of the program. The contract scope will vary yearly adjusting to the needs of the program. 

 

The 2019 project includes the ongoing effort to determine the effectiveness of the Rapid I/I Reduction Program. In addition, monitoring sites have been added throughout the City to perform sewer system capacity assessment for specific areas with growth potential, calibrate/verify the sanitary sewer model, and provide year-round data in real time decision support system (RT-DSS) in order to optimize flow distribution through the current wastewater collection system.

 

Utilities staff has negotiated an appropriate scope and fee for the project. The scope includes: 1) Flow monitoring equipment rental, maintenance, and data analysis for 29 sanitary sewer flow monitors; 2) Maintenance for five (5) rainfall monitoring sites. The number and purpose of the sites is the following:

 

KDHE Bypass Reporting at PS16 – 1 Permanent Site

I/I Reduction Tracking – 11 Temporary Sites

Model Calibration/System Capacity Assessment – 10 Temporary Sites

RT-DSS (Associated with UT1605) – 7 Permanent Sites

Rainfall Monitoring – 5 Permanent Sites

H2S Monitoring – 2 Temporary Sites

Fiscal Impact (Amount/Source):

The fiscal impact is $246,547. Funding for this project is included in the 2019 Capital Improvement Plan (CIP), Project #UT9909 ($2.94 million). $96,547.00 is funded with bonded wastewater funds and $150,000 is funded from non-bonded wastewater funds.
