Recommendations/Options/Action Requested:

Adopt on first reading, Joint City Ordinance Nol. 9637/County Resolution No. ____ reestablishing the Douglas County Food Policy Council as a joint advisory board and update the bylaws to govern the Council’s work. 

Executive Summary:

On December 17, 2018, the Douglas County Food Policy Council, a joint Lawrence and Douglas County advisory board, voted to approve a set of proposed changes to restructure the group and renew its focus, in part given successes in the community since its creation in 2010 (with City of Lawrence becoming a joint appointing body in 2013). The changes came as a result of a 6-month collaborative and iterative research, discussion, and drafting process among staff and Council members.

 

The key changes under consideration include:

·         Reduction from 23 to 16 members; seven (7) to be City-appointed and nine (9) to be County-appointed

·         Loosening of defined “roles” for a majority of the members, while still including language to ensure diverse perspectives across the food system, which were important to the Council’s founding

·         Narrowing focus of the group to policy and community convening, in recognition of past accomplishments and increased staff capacity to advance local food systems development

·         Recognition of 2017 adoption of the Douglas County Food System Plan by City and County, and the Council’s role in supporting its implementation  

 

The Douglas County Board of County Commissioners will be receiving a parallel request at its January 30 meeting. Sustainability staff will update the Commission and City Manager’s Office as to the outcome of that decision.
