Authorize the City Manager to execute a Cooperative Agreement for Study of Traffic and Pedestrian Stops with Douglas County, Eudora, Baldwin City, and the University of Kansas

 

Executive Summary:

The Criminal Justice Coordinating Council (CJCC) recommends a study of Douglas County’s criminal justice system be performed to determine the level of disproportionate minority contact.  The County has entered into a contract with a team from Northeastern University to perform the work.  The team will (1) assist the law enforcement agencies in Douglas County to develop and implement a program for documenting traffic and pedestrian stops; (2) analyze the data collected to determine if disproportionalities exist; and (3) make recommendations to address any disproportionalities.  The study is estimated to take two years to complete. 

 

The cooperative agreement provides for a cost sharing.  As proposed, Douglas County will pay $84,016.50, the City of Lawrence will pay $84,016.50, Eudora will pay $2,883, Baldwin City will pay $2,269, and the University of Kansas will pay $1,815.    The total cost for the study is $175,000.

 

The City’s share will be made in two payments:  $42,008.25 due to the County on or before 2/28/19 and the second payment of $42,008.25 due to the County on or before 2/28/20.

Fiscal Impact (Amount/Source):

The fiscal impact to the City is $84,016.50 over two years.  The 2019 city budget has $50,000 allocated for this study, and the remainder will need to be in the 2020 budget.
