Background
On December 4, 2018, the City Commission approved on 2nd reading Ordinance 9607 levying the special assessments for Queens Road. Those assessments are the maximum amount that can be levied to the properties in the benefit district.
On December 13, 2018, the Ordinance was published in the Lawrence Journal World. After 30 days (January 12, 2019) the statute of limitations to object to the benefit district expires.
Following is the estimated construction/assessment time line:

If owners do not prepay the full amount, then the total assessment, together with interest, will be spread over a 10-year period (each year, 1/10 of the total amount will be due).
The assessments are expected to first appear on the property tax bills for the 2020 tax year, with the first half of the first annual payment due December 2020.
