Recommendations/Options/Action Requested:

 

Receive the recommendations for 2018 Housing Trust Fund applications from the Affordable Housing Advisory Board.  Direct staff to draft agreements with Tenants to Homeowners, Inc. and the Willow Domestic Violence Center, and Lawrence-Douglas County Housing Authority and Family Promise of Lawrence, in accordance with the recommendations by the Affordable Housing Advisory Board, if appropriate. 

 

Executive Summary:

In the revised 2018 budget, the City budgeted an additional $200,000 in the Housing Trust Fund to fund affordable housing projects.  Specifically, there was a decision to limit this round of applications to non-capital projects and support for affordable housing.    

 

The Affordable Housing Advisory Board (AHAB) received applications in response to the 2018 Request for Proposals funds at its meeting on December 10, 2018.  Five (5) applications were received and are summarized here.  The five (5) requests totaled $357,885.  

 

·         Housing and Credit Counseling, Inc. – housing counseling and education programs for prospective first-time homebuyers and for renters; $13,675 requested.

·         Tenants to Homeowners, Inc. and The Willow Domestic Violence Center -Building Stability- a partnership between KU Endowment, TTH and Willow to create transitional housing and affordable permanent rentals for survivors of domestic violence; $90,000 requested. 

·         Lawrence-Douglas County Housing Authority and Family Promise of Lawrence – New Horizons Transitional Housing Program- rent assistance and case management services; $200,000 requested. 

·         Peoples Owned and Operated Collective Housing – Security deposit and rental assistance program for Sunflower House; $25,000 requested. 

·         Community Village Lawrence – Funding for coordination of improvements to senior housing to make enhancements allowing seniors to stay in their homes; $29,210 requested. 

 

The AHAB unanimously approved a recommendation to fully fund the case management services related to both the Tenants to Homeowners, Inc./Willow Domestic Violence Center proposal and the Lawrence-Douglas County Housing Authority/Family Promise of Lawrence proposal, funding the Tenants to Homeowners, Inc./Willow Domestic Violence Center proposal at a total of $90,000 (full request) and the Lawrence-Douglas County Housing Authority/Family Promise of Lawrence proposal at a total of $110,000 (partial request).  The motion was supported with a 6-0 vote.  It should be noted that board members Dana Ortiz, Rebecca Buford, Monte Soukup and Nancy Thellman declared a conflict of interest and did not participate in the presentation or discussion of the proposals.  

Should the City Commission approve the recommendations, the next step would be for staff to work with the agencies on performance agreements which will set forth the requirements for the transfer of funds.  Staff would return these agreements to the City Commission in the future for approval.

The fiscal impact to the City is $200,000.  Funds were budgeted in the 2018 Revised Housing Trust Fund budget.
