Judy welcomed all attendees to the meeting and introduced our speakers and topic for the day:

            Stuart Boley and Lisa Larsen

Stuart began our discussion:

·         The City Commission is looking at a strategic plan as a city.  One priority is to review all of the advisory boards.  There is a new board called Common Police Review board.

·         There are 47-48 boards.  One probably is the gender balance on the boards with mostly men serving.  He is now looking to balance the boards.

·         Handouts on population data was provided to the attendees.  Discussion on representation of commissioners in city and county to the overall population of the county ensued.

·         Stuart provided an article from the state constitution regarding “aging and infirm persons”.  It is the duty of the county to provide for this segment of the population.

·         Taxes:  county is funded by property tax. City is funded by sales tax and property taxes. The group also discussed taxes and budgets for city and county.

Lisa added to the discussion:

·         Regarding aging there are 3 boards and each has its own nitch and all are important to the review of the aging service in Lawrence and the county.

Judy pointed out the difficulty in recruiting board members from Baldwin City, Eudora and Lecompton.  We need to better define the responsibility of the board.
