Recommendations/Options/Action Requested:

 

Authorize the City Manager to execute a Memorandum of Understanding to define Lawrence Transit’s role in the metropolitan transportation planning process.

 

Executive Summary:

The Lawrence - Douglas County MPO is responsible for actively seeking the participation of all relevant agencies and stakeholders in the planning process. The Memorandum of Understanding (MOU) is a federally required agreement that outlines the working relationships of the MPO, KDOT, and Lawrence Transit in conducting the 3C (continuing, comprehensive, cooperative) regional transportation planning process in the Lawrence-Douglas County Metropolitan Planning Area.

 

The current agreement requires an update because it does not address all the new performance-based planning requirements for metropolitan planning adopted as part of the previous federal funding bill for surface transportation spending called: Moving Ahead for Progress in the 21st Century Act, (MAP-21) and has continued under the Fixing America’s Surface Transportation (FAST) Act. These regulations are currently detailed in 23 CFR 450.314. The proposed MOU clarifies and defines the roles and responsibilities to conduct metropolitan transportation planning and establishes roles and responsibilities for the federally required performance-based planning and decision-making process.
