Authorize the City Manager to execute an Agreement for the Provision of Public Transit Services with First Transit, Inc.

 

Executive Summary:

MV Transportation, Inc. provides public transportation services for the City under a five-year contract. The current service agreement expires December 31, 2018, and City staff, in coordination with University of Kansas KU on Wheels, has completed a competitive procurement process for the next five-year service contract. The selection committee recommends awarding the contract to First Transit, Inc. 

 

Due to Federal funding requirements, the City must periodically conduct a competitive procurement process for contracted transit services. To support the City and University’s desire to coordinate transit service, Lawrence Transit and KU on Wheels conducts coordinated procurement processes for the five-year service contract. In July 2018, the City and University issued a joint Request for Proposals (RFP) for the new service contract beginning January 1, 2019 and expiring December 31, 2023. Proposals were submitted by First Transit, Inc. and MV Transportation, Inc. The selection committee’s process included review of proposals, interviews with candidates and several rounds of follow up questions with candidates. Although the RFP was jointly issued, the City and University will negotiate and enter separate service contracts with the recommended provider, First Transit.

 

The First Transit proposal is not attached to the agenda report as it is several hundred pages long and includes proprietary information that would need to be reviewed for needed redactions. The RFP is attached for reference. A staff memo providing additional detail about the selection process is also attached to this report.

 

The proposed First Transit general manager will be in attendance at the Commission meeting to introduce the company and respond to any questions.

Fiscal Impact (Amount/Source):

The 2019 budget anticipated an increase in contracted services due to the renegotiation of a new contract. Upon review of the proposals, the new contracted costs will be within the 2019 budgeted expenditure authority of $6,685,000.
