Executive Summary: |
The City Auditor position was eliminated during the 2018 budget process. The duties of the position were codified in Chapter 1 of the City Code. The attached ordinance repeals Chapter 1, Article 4A.
Staff is recommending repeal of the Code section because the position was eliminated with the 2018 budget process. Additionally, as outlined in the Code section, the City Auditor is a performance auditor. While the position makes recommendations, the Auditor did not have a role in assisting with recommendation implementation. Hiring an external auditor as needed can offer a more comprehensive option for the City and also provide the City with an auditor that has special knowledge, skill and experience within the given discipline that is being audited. An external auditor can conduct audits and have as part of their scope to assist with implementation of recommendations. A recent external audit example is the review of the accounts receivable issue. An accounting firm with specific experience with this issue was hired to conduct that audit.
For the 2019 budget, staff has budgeted funds for external audits, which can be utilized as needed. This is the approach that staff recommends, and therefore the City Auditor section of the Code is recommended to be repealed.

There is no fiscal impact to the City regarding repeal of this section specifically. The budget savings of eliminating the City Auditor position impacted the 2018 budget.
